REF : AMENDMENTS TO THE INDUSTRIAL AND LABOUR RELATIONS AND EMPLOYMENT ACTS BILL Nos . 20 AND 21
You may recall that in November 2016 the Ministry of Labour & Social Security informed the employers and the workers in the Tripartite Consultative Labour Council (TCLC) that the Ministry of Labour & Social Security was planning to introduce fees for the services that it offers to Employers and Trade Unions.
Following this information the Zambia Federation of Employers called for an Employers’ Consultative meeting at which the proposed fees were discussed and an Employers’ position paper was formulated. The position paper was sent to the Ministry in which the Federation opposed a number of proposed fees and only accepted some of the proposals which were found to be introducing administrative fees and in some instances licensing fees.
Kindly be informed that on Friday 8th December 2017, the Zambia Federation of Employers received two amendment bills No. 20 and 21 from parliament with proposals for amendments to a number of sections to provide a legal framework for the Ministry of Labour & Social Security to charge fees on their services.
The Federation was subsequently requested to make a submission to the Parliamentary Committee on National Economy, Trade and Labour Matters and was able to appear before this Committee on Monday 11th December 2017.
The said bills where finally discussed and approved by parliament on Wednesday 13th December 2017.
The Secretariat is yet to establish the contents of the final amendments of the aforementioned Acts.
The Federation will conduct employers’ sensitisation meetings in the first quarter of 2018 on the stated amendments once the President of the Republic of Zambia assents to them.
